(S) Econoff delivered reftel talking points and non paper to Aldo Doria, head of the Productive Activities Ministry's (MPA) Export Control Unit. Doria is familiar with Samamicro and with Angelantoni, the Italian company from which Samamicro's website offers to procure dual-use equipment. Doria said that Mr. Angelantoni, the owner of the Italian company, has cooperated with Italian authorities in the past on export control matters and Doria believes he will cooperate in the future if needed. Doria closed by saying that he will check his files for export license applications listing Samamicro as an intermediary or end-user and offered to pass any information he finds to Econoff. ¶2. (C) Biographical note: Doria is by far our best contact in the GOI's export control bureaucracy and is a 2006 IVP grantee. Doria is extremely well-disposed towards the United States, and has worked well with his USG counterparts in the Wassenaar Arrangement, Australia Group, and MTCR. Doria will transfer to the Italian Mission to the EU this summer, where he will cover export control issues and trade, including the WTO. According to Doria, he was personally selected for this position by Minister of Prodcutive Activities Claudio Scajola, a story confirmed by Scajola's Diplomatic Advisor, Amb. Gabriele Checchia. The move to Brussels is a promotion for Doria, and positions him for increased responsibilities upon his return to Rome. Doria, 42, is married and has a two-year old son.
