Pearce, Political Minister Counse lor, for reasons 1.4 (b) and (d). (C) On September 25, PolMinCouns delivered reftel points to MFA Deputy Director General for Political Affairs Giacomo San Felice. Poloff delivered points to Laura Carpini, Director of the MFA Office for Human Rights. San Felice noted that the GOI is ready to work with the US to ensure that the next session is productive and promised to remain personally engaged on the issue. He recognized that USG involvement in the HRC would depend on whether the commission could prove effective and unbiased. Carpini told Poloff that Italy shared USG concerns about the first session and promised to work to improve the next session. Carpini added that the EU GAERC September 15 session raised the issue and could be the basis for positive movement on the second session. SPOGLI
