(U) June 27 Poloff delivered reftel demarche to Italian MFA
UN Reform Coordinator Alessandro Busacca. Poloff noted the
short timeframe left to achieve management reform during this
Fift Committee session, and the domestic pressures on the
U.S. to show meaningful progress. Poloff also provided
Busacca with the draft resolution, noting that the proposal
was written to facilitate consensus. On reading the draft,
Busacca noted the efforts to take G77 concerns into account.
He said the GOI maintained the EU position that progress on
management reform was needed, and that the UNGA needed to
work to reach consensus. Busacca inquired if the text was
open for discussion. Poloff responded that, while time was
short, we were open to further input, and to hearing the
GOI's views. Busacca explained that the MFA would need to
coordinate closely with its UN mission on the GOI approach to
the text. He promised to provide poloff with a fuller
response after consulting with New York.
