(C) Summary. June 15 DCM Anna Borg met with the new Italian Deputy Foreign Minister for Development Assistance and Sub-Saharan Africa, Patrizia Sentinelli, to discuss Italian involvement in Africa and priorities for development assistance. Sentinelli was open to working with the United States on the Horn of Africa, especially through the newly formed Somalia Contact Group. Africa was Sentinelli's clear priority for Italy's reduced development assistance budget, with an emphasis on infectious diseases, women's issues, water, and sanitation. Sentinelli did not foresee an increase in Italy's contributions to development in Afghanistan, and did not look favorably on Italian assistance to Iraq. An important figure in Italy's Communist Renewal Party (RC),Sentinelli is on the leftmost end of the broad political spectrum that makes up the MFA's new leadership. It is unclear what weight she will bring to final MFA decision-making. End Summary. ¶2. (C) Patrizia Sentinelli was appointed as one of Italy's two first-ever Deputy Foreign Ministers May 25. She is responsible for relations with Sub-Saharan Africa and Italy's foreign assistance (complete bio available on Rome's classified website: http://www.state.sgov.gov/p/eur/rome/index.cf m). June 15, DCM Anna Borg, accompanied by Poloff, met with Sentinelli and her chief of staff Stefano Pontecorvo to discuss developments in Africa, especially the Horn of Africa, and to hear the DFM's ideas for the future of Italy's development assistance programs. -------------- Africa: Somalia Contact Group, Darfur -------------- ¶3. (C) Sentinelli opened by thanking the DCM for Italy's inclusion in the new Somalia Contact Group. Noting that Italy was following the peace process intently, she highlighted Somalia as an important issue, one where Italy had a good understanding of the politics and could contribute. Sentinelli said she would be in close contact with the GOI's representative to the June 15 meeting of the Contact Group, Director General for Sub-Saharan Africa Armando Sanguini. She also noted that the nature of the Islamic extremist threat had been misrepresented in the media; Islamic groups needed to be included in the discussion. ¶4. (C) Italy needed to find funding for health and education initiatives in Somalia, according to Sentinelli, who noted that DG Sanguini and Mario Raffaelli, the GOI's aid coordinator for Somalia, had traveled to Sweden to work out new development agreements. Referring to Italy's colonial past in Somalia, Sentinelli said there had been mistakes made, but that the Somalis were now asking for help. She highlighted the need to bring back a professional class in Somalia through higher education initiatives. ¶5. (C) In Sentinelli's view, the era of the warlords had come to an end and the international community could help the peace process. Very happy about Italy's participation in the Contact Group in New York, Sentinelli said that Italy approached the issues in Somalia with eyes open, but a positive outlook. She also noted Italy's interest, previously expressed to Emboffs, in hosting a donor's conference in Rome by the end of the year or beginning of next year. Turning to Sudan, Sentinelli expressed concern about the current situation, and noted it could become more risky. She said that Italy had a lot of interest in Darfur and the MFA participated in several cooperation projects. -------------- Future plans for Development Assistance -------------- ¶6. (C) The MFA was reviewing development assistance projects, according to Sentinelli, in an effort to determine which are most effective and increase coordination. (Note. Under the Berlusconi government, all of the under secretaries shared the foreign assistance portfolio. With Sentinelli's arrival, the role was once again brought under the direction of one senior official.) Sentinelli stressed the importance of creating a more coherent development plan. ROME 00001870 002.2 OF 002 ¶7. (C) Italy's development assistance focus needed to return to Africa, Sentinelli said. She noted the importance of focusing on the entire continent. She cited AIDS, malaria, tuberculosis, women's issues (including domestic violence), drinking water, sanitation, and food aid as priority sectors. While Sentinelli called the fight against poverty the work of the millennium, she stressed that Italy did not have bottomless pockets. ¶8. (C) Sentinelli highlighted current GOI efforts in Africa, including sizable projects in Ethiopia, Eritrea, and Mozambique. She said that Italy has been very involved, both bilaterally and multilaterally, but that the GOI has had difficulty in getting public acknowledgment for its contributions. Sentinelli said that it was useful and important, for political reasons, to obtain an appropriate level of recognition. -------------- Afghanistan Development Assistance -------------- ¶9. (C) Over the past several years, Italy had given a lot to Afghanistan, Sentinelli said. The MFA was conducting a review of the mission, according to Sentinelli, and development assistance funding levels would be maintained, but not increased. She stressed the need to gauge the effectiveness of programs and evaluate the means of providing assistance. The DCM noted that the U.S. Ambassador to Afghanistan had reported Italy might be interested in providing additional funds for specific projects and that we would welcome this. Sentinelli was non-commital. ¶10. (C) The DCM also highlighted Italy's important commitment to heading up Justice Sector reform, and stressed that the GOI needed to provide sufficient funding. The DCM informed Sentinelli that SCA DAS John Gastright planned to visit Italy in July, and would welcome the opportunity to discuss development assistance to Afghanistan. Sentinelli replied that a meeting would be very useful. With Italy's 3 year, 45 million Euro pledge for Afghanistan running out at the end of the year, the DCM asked what mechanism the GOI would use to allocate further funds. Sentinelli explained that parliament would vote on two decrees in July, which would include refinancing for missions abroad and for civilian projects. Highlighting the importance of Italy's mission in Afghanistan, Sentinelli assured the DCM that funding would be renewed. -------------- Iraq -------------- ¶11. (C) Sentinelli stressed that Africa would be Italy's number one development assistance priority and noted that she was doubtful spending money on assistance to Iraq would prove useful. (Note. The RC was vehemently opposed to the war in Iraq and Italy's involvement, and has reiterated the need for a complete withdrawal of the Italian military and civilian presence since coming to power as part of the center-left coalition.) -------------- Comment -------------- ¶12. (C) A high ranking member of Italy's Communist Renewal Party, Sentinelli is on the leftmost end of the broad political spectrum that makes up the MFA's new leadership. We should be able to work with her on African issues and perhaps some aid issues. We note that hers is neither the only, nor the most important, voice within the MFA. It remains to be seen what impact she will have on Italian policy making. SPOGLI
