(U) What follows is post's Arabic translation of the "Warning and Statement" published by 61 Saudi conservative religious scholars as discussed in septel. ¶2. (U) BEGIN TRANSLATED TEXT: Statement addressed to the Rulers in the Kingdom of Saudi Arabia The statement was posted on: http://www.islamlight.net Dated: May 23, 2006 Statement and Warning Praise be to Allah the Cherisher and Sustainer of the worlds and there is no aggression except on the unjust and prayer and peace be upon the seal of the Prophets and Messengers and upon his companions, followers and all who follow them till the Day of Judgment: It is a duty to give advice to the rulers and to the nation and it is a necessity of our zealously for the religion and virtue. It is the duty placed by God on the scholars in Saying: &And remember Allah took a Covenant from the People of the Book, to make it known and clear to mankind, and not to hide it; but they threw it away behind their backs, and purchased with it some miserable gain! And vile was the bargain they made!8 (Al-Omran ) Aya 187) We warn the nation from a gang known for its deviant western orientation that was able to affect decision making in the county and to take over some of its departments that have a big influence on the identity of the society and its future. This in addition to the pressures and foreign cunning that our country is subjected to. This gang has become an eye and ear and tool for this foreign enemy using its support and executing its plans. The danger of this gang is great on society. It is launching a war against morality, distorting the Islamic values and changing its identity. It eagerly seeks to drain sources of goodness and to drag the county into deviation, aversion from religion by sizing down Islamic bodies and shrinking religious curricula in official and national educational establishments. We warn from this gang and its plans and we point to the following points: (1) It is God,s will that this peninsula be the fortress of Islam. We are talking about Islam that has been chosen for us by God as a method and way of life and as it was understood by the previous chosen centuries and those who 
followed them. Among them are the Islamic Sharia scholars who were the pillars for the establishment of this state and bases of its legitimacy. It is the religion prevailing in all aspects of life. It is not the religion that this gang wants according to their whims and devious desires. The nation; rulers and ruled are responsible for protecting the Islamic Sharia. The attempts of this gang to weaken the religious legitimacy of this country through their positions and newspapers in order to weaken it will fail by God,s will because they will find a vigilant nation aware of their plans. (2) The reform desired can only be achieved by adhering to the Sharia rules and teachings. It would not happen by the devious propaganda called for by those who are corrupting our society. God Almighty described such group in the Quran: &When it is said to them: Make not mischief on the earth, they say: Why, we only want to make peace! Of a surety, they are the ones who make mischief, but they realize it not.8 (Al-Baqara ) Aya 11&12) Opening up to all that is of a benefit to people is an objective of every one who is sincere to this country. Developing and advancing the country as well as speeding up solving its problems is a religious duty. This however would not happen by slipping away from the rules of Islamic Sharia and virtues and by rushing to transform the society into an image of the decedent societies. This is what is desired for RIYADH 00005135 002 OF 004 by the minds of this malicious gang and their ill souls. (3) Let those hypocrites know that their plans are obvious and their agenda is watched and if they have the power for a short time the end result is for the pious. God Al Mighty Said: &And soon will the unjust assailants know what vicissitudes their affairs will take.8 (Al-Shu,ara ) Aya 227) It is God,s grace that their westernization plan is refused by all the society because it is a society where good win over the bad and loves virtues. This society has proved - with God,s help ) its capability to abort such projects because it wants Islam but rejects any thing else. It is a vigilance society conscious of these plans no matter how much they employed the media of newspapers and satellite channels, no matter how many ill souls writers they employed for their blatant westernization project, no matter how much they try to defame scholars and judges in front of the ruler and no matter how much they hide from the ruler reform letters sent by scholars. This gang is a small group most of them live in a state of isolation and exile from their society. Nevertheless, they talk on behalf of the majority and on behalf of the society because they managed to be in certain key positions to take revenge at the identity of a religious society that hates them and reject them and had aborted their plans and dropped their flags over the past decades. (4) Since Women have great effect on society they exerted wicked efforts to westernize them under blatant deceitful slogans of women rights and liberation from restriction and development. They cried over their current situation in order to influence them emotionally then to lead them behind their false mirage. Unfortunately some women were cheated and they are being used as tools to execute their plans. Unfortunately those who assumed this destructive role are bodies and dignitaries from our homeland. They made their objective the execution of wicked westernization plan. One time under the pretext of expansion of women's work and another time under the pretext of empowering women or solving the problem of unemployment. They forgot the Islamic rules for women's work in the society and called for normalizing mixing between men and women. They, on the other hand, didn,t make much effort to solve the problem of unemployment for male youth which is the concern of all nations. Decision makers ignored all norms relating to women privacy in this country and her special position and treatment in Islamic Sharia. Their negligence reached the point where they canceled item (160) of the new Labor law prohibiting mixed workplace and all other previous decision and circulars in this regard among them circular of the Minister of Interior (Former head of Man Power) number k/8721 dated 1/2/1423. Which stated that women work is approved according to certain conditions? If this circular was our reference with relation to women work it would have saved us much evils. Their wickedness reached encouraging every female deviant from the Islamic Sharia by praising her and presenting her as an example for other women as well as supporting her financially and morally. The vile novel &Girls of Riyadh8 is an example of this behavior. The person who introduced this novel is a dignitary who is in a political and educational responsible position. He praised the novel and the writer and encouraged her to continue her work disdaining and challenging in this act the Islamic values and norms of this county. (5) Since media and its culprits have an effect in building or destroying they took a very strong hold of it. Their point of view becomes the only one expressed except in rare cases. Our media become now in the hands of this gang and no one else expresses the opinion of society or represents its identity. They ignored the media policy of the county. The media became controlled by the desires of the deviants without any law or control. They presented in the visual and written media what contradicts all that has been anonymously agreed upon by Muslims in all decades; calling people to discords and RIYADH 00005135 003 OF 004 stirring their desires. The media during their time doesn,t any more represent the media in the country of the holy mosques and the country of scholars and monotheism. It doesn,t represent any more the rulers over the different stages of history. God Al Mighty Said: &Allah will certainly aid those who aid his cause ) for verily Allah is Full of Strength, Exalted in Might, able to enforce His Will. They are those who, if we establish them in the land, establish regular prayer, and give regular charity, enjoin the right and forbid wrong. With Allah rests the end and decision of all affairs.8 (Al-Hajj ) Aya 40&41) (6) They follow the way of the hypocrites of raising deceiving slogans for media marketing when they are the most against them; they call for nationalism when they are the least patriotic and most deceiving for sons of the country. They have contacts with foreign embassies and foreign media agencies. They correspond with them and send them reports about curricula, women and defame scholars and describe them as encouraging terrorism. They exploit the sensitivity of the country to foreign criticism. They invest these reports in the foreign media to threaten the country and its rulers from continuing the Islamic life style. Their ways are overt and very clear and every body in our society is aware of the danger of the practices of this gang. They call for respecting the opinion of the other and they call for dialogue when they are the most who dismiss the other. A perfect example of this is how they dismissed good elements from the educational program of the first book fair that took place in Riyadh in 2006 and before that the conference of Saudi Intellectuals. They also practiced this in newspapers where they publish their opinions and dismiss others. If you give them the other opinion they raise hell and they slander those with the other opinion in their newspapers with terms that harbor hatred, violence and narrowness of mind. Opposite to what they claim. (7) In imitation of the Quranic style, we will mention some of their descriptions and sayings without specifying them by their names; Some of them say words that express infidelity and insist on them. They promote indecency in their poems and novels. Some others reveal infidelity, atheism and call blatantly for secularism. Others have set up satellite channels to destroy the values of the society. Most of those were raised in communist and atheist nationalist factions. Some of them officials in responsible positions while others control newspapers and they work on defaming every religious department in the country. Some are corrupt companions of the officials. Some are advisors who do not advise of any good They are a gang rebellious on the identity of the society and its source of strength )God Al Mighty said: &And others besides, whom ye may not know, but whom Allah doth know.8 (Al-Anfal ) Aya 60) They are the gang of hypocrisy in our society, what should we expect from them? God Al-Mighty Warned us against such people: &They are the enemies; so beware of them. The curse of Allah be on them! How they are deluded (away from the Truth).8 (Al-Munafeqoon ) Aya 4) God Al-Mighty described who carry out such acts Saying: &Hast thou not turned they vision to those who have changed the favour of Allah into blasphemy and caused their people to descend to the House of Perdition?8 (Ibrahim ) Aya 28) God ordered His Prophet Mohammad Peace be Upon him ) Which is an order to every ruler of Muslims Saying: RIYADH 00005135 004 OF 004 &Prophet! Strive hard against the unbelievers and the hypocrites, and be firm against them. Their abode is Hell ) an evil refuge.8 (Al-Tahrim ) Aya 9) They are the messengers of the unbelievers. Whomever betrays God and his Prophet will betray any one else. Fight them and kill them if they don,t return from following the path of the devil and dealing with God,s enemies. (8) At the end of this statement we remind of the following: 1) The duty of the rulers in this blessed country is great ) may God Guide them to all good.God has honored them of ruling this country that has a great esteem in the hearts of all Muslims and it should be an exemplary to all Muslims. The nation in general and people who seeks reform in particular expect the rulers to stand firmly in the face of these intellectual corrupt currents that will lead the country and people to evil. We expect them to dismiss any one who is stained in his religion or loyalty who has proved along the days the deviance of his orientation and his misguided affiliation. We expect the rulers to dismiss such figures from positions of responsibility and to keep them away from pulpits of the media and guidance. 2) The responsibility of the Islamic scholars is great. They have the duty to warn and explain and to promote virtue and to prevent vice whether those of them who have positions or not. They should advise the rulers and call all people to what is good for the nation and people and to warn them against expected evils since their sayings and speeches has great effect on putting obstacle in the face of the hypocrites, project. 3) We call all the society to reveal the plan of this gang and to be ware of this westernization project and from being cheated by it. It starts with nice misleading slogans ) wisdom should be gathered from the experience of many of the Muslim societies where they were lenient at the beginning but become later incapable of stopping this sweeping flood. 4) Those hypocrites are not forwarding a beneficial project for this country because they only have projects based on dismissing religion and spreading evil in the lands as well as riding the carriage of the enemies. In turn Muslims in this country know that there is no peace or stability or reform except by applying Islam and its method of life and they insist on this. This is the project of Muslims that they call for all the time and call all the world for it because it is a religion for the whole world. God Al-Mighty Said to Prophet Mohammad: &We sent thou not, but as a mercy for all creatures.8 (Al-Anbiya ) Aya 107) 5) Finally we call this gang deviating from the straight path and all those who follow their steps and were mislead by them to repent to God and return to what pleases Him and to cooperate with those who want goodness for this county and want its development on bases of a firm Islamic Sharia. We remind them that our breath is counted and every thing comes to an end. May God guide this nation to the straight path where the righteous are powerful and the disobedient are humiliated and where virtue is promoted and vice is prevented. You hear our prayers, make Your religion victorious and raise Your word and keep this country in prosperity, peace and security as well as all Muslim nations. 3.(U) END TRANSLATED TEXT. OBERWETTER
