1. (C) Poloffs met February 21 with MFA Director of United
Nations and International Organizations Nasser Bourita to
discuss reftel points on the UN Special Rapporteurs' report
on Guantanamo. POLOFF delivered to Bourita a copy of reftel
points in non-paper format. In response, Bourita commented
that while the GOM had been asked to facilitate interviews
with the five Moroccan detainees returned from Guantanamo,
the Moroccans believed that this was not an issue for the
government as three of the five Moroccans are currently out
on bail and are free to discuss their situations with
whomever they choose. He also expressed relief at the fact
that while Morocco was mentioned in the report, the spotlight
remained primarily on the US.
