(C) Poloffs met September 11 with MFA Bilateral Affairs and Counterterrorism Officer Karim Halim to notify the GOM of the start of the second round of Administrative Review Board (ARB) proceedings (reftel),which will include consideration of the cases of Moroccan nationals Ahmad Abdullah Al-Wazan (ISN: 197) and Abdulatif Nasser (ISN: 244). Poloff presented Halim with a diplomatic note and attached points and detainee data, drawn from reftel ¶2. (C) Noting his familiarity with the ARB process, Halim explained that it is unlikely that the GOM will have any new information to add regarding the two Moroccan nationals beyond the data supplied to the embassy in 2005 (refs B and C). ¶3. (C) Regarding Ahmad Abdullah Al-Wazan (ISN: 197),Halim offered that the subject's actual name is Younis Chekkouri. Halim suggested that the detainee be referred to as Younis Chekkouri to avoid confusion, as Chekkouri was the name used during last year's ARB (ref B). ¶3.
