(C) On August 29, Poloffs delivered reftel points to MFA Bilateral Affairs and Counterterrorism officer Karim Halim, formally notifying the GOM of the cancellation of the proposed flight that would have included two Moroccan national NLECs from Guantanamo Bay, Cuba to Morocco and several other NLECs transiting en route to third countries. ¶2. (C) Halim, who earlier had been informally apprised of the cancellation, acknowledged the logistical difficulties entailed in such transfers.
