General for Multilateral Affairs Lourdes Puma on December 18.
Puma said that many countries, including China, Russia, and
the U.S. were not paying their fare share in the UN. She
later qualified the Japanese and U.S. proposals on
assessments as "interesting", but said that Ecuador would
support the G-77 proposal.
