1. (C) PolOff delivered the points in reftel demarche on
December 18 to MFA Director General for Multilateral Affairs,
Lourdes Puma. PolOff thanked the GOE for its support in
defeating no-action motions, voting against the retaliatory
anti-U.S. resolutions and voting in favor of the Iran country
specific resolution. When asked if Ecuador would change its
abstention on the U.S.-sponsored Belarus resolution to a
"yes" vote, Puma replied that Ecuador would not change any of
its previous votes on these resolutions. PolOff noted that
voting "yes" to the Belarus resolution would seem consistent
with Ecuador's other favorable votes on these resolutions;
Puma demurred, noting that Belarus was a member of the
Non-Aligned Movement.
