¶1. (C) PolChief conveyed Ref A points to MFA U/S for
Multilateral Affairs Gonzalo Salvador on August 10, urging
the GOE to speak up in the session to point out the imbalance
of the current resolution. Salvador said he would instruct
Ecuador's Ambassador in Geneva to attempt to introduce
balance to the draft HRC resolution on Lebanon by condemning
Hezbollah attacks on Israeli civilians. The GOE would also
seek to add language calling on the UNSC to seek a cessation
of hostilities in Lebanon.
¶2. (C) Asked about progress towards a Latin American
consensus in the HRC on this issue, Salvador said he did not
know, noting only that two LA countries had sponsored the
session.
