1. (SBU) Per reftel, post delivered on November 30 Federal
Air Marshal Service dipnote and proposed Air Marshal
agreement received 17 November to South Africa Department of
Foreign Affairs Nokwazi Mtshali.
2. (SBU) Post received October 23 via e-mail the proposed Air
Marshal agreement from TSA's (Transportation Security
Administration) John Halinski (Rome). The agreement was sent
to South Africa Department of Transport Bilateral Affairs
Chief Johann Bierman and to South African Civil Aviation
Authority Security Chief Mongezi India. Mr. India tabled the
matter at the November 9 meeting of the South Africa Aviation
Security Committee, chaired by Biermann. Mr. Biermann told
econoff November 24 that good progress was being made on
reviewing the proposed agreement but that the review would
not be completed before U.S. carrier Delta Airline's
inaugural flight to South Africa December 5.
