(U) Poloff spoke with MFA Deputy Director of the UN Department Ivan Pinter on July 25 to discuss Czech high-level attendance at UNGA. Pinter said the Czechs have not yet designated their representatives to UNGA. They are unlikely to do so before August 7, when the necessary decision makers are back in the office. However, based on previous years, Pinter felt he could make the following predictions with some degree of confidence: ¶A. Head of State President Vaclav Klaus will not/not attend. ¶B. Head of Government The Prime Minister will not/not attend. ¶C. Foreign Minister The Foreign Minister may attend, although it is not known whether it will be the current Foreign Minister, Cyril Svoboda, or a newly appointed Foreign Minister. -- The arrival and departure dates of the Foreign Minister are not yet known. -- If the Foreign Minister attends, he may bring his spouse. -- Interpretation will likely not/not be required. ¶D. VIPs The following VIPs are expected to attend: Martin Povejsil, MFA Political Director. -- The arrival and departure dates of Mr. Povejsil are not yet known. -- He is unlikely to be accompanied by his spouse. -- Interpretation will likely not/not be required. Deputy Foreign Minister (not yet identified). (Note: the Czechs have four Deputy Foreign Ministers. End note.) -- The arrival and departure dates of the Deputy Foreign Minister are not yet known. -- He is unlikely to be accompanied by his spouse. -- Interpretation may be required. If so, Czech will be the language to be translated. ¶E. Foreign Ministry Official responsible for IO affairs MFA Director of Department of United Nations Jan Kara is expected to attend. -- The arrival and departure dates of Mr. Kara are not yet known. -- Mr. Kara is unlikely to be accompanied by his spouse. -- Interpretation will likely not/not be required. ¶2.
