1. (C) POLOFF March 1 delivered Ref A points on the OSCE
Chairman's proposed three-person team to Karel Tesar, of the
MFA's OSCE Unit. Tesar responded that the Czechs have been
harboring similar fears about the fielding of the proposed
team and agree with U.S. concerns. He noted the work of ODHIR
is essential to democratic development and cannot be
undermined.
2. (C) Given this response, and the GOCR's exceptional
commitment to the democratic process in Belarus (Refs B and
C),Post believes the GOCR would be open to coordinated
multilateral action to oppose this initiative.
