1. (C) Czech MFA UN Director Jan Kara confirmed that the
Czech Republic would support the amendment to the UN Cuba
Embargo resolution highlighting Cuban human rights abuses
that Australia intends to sponsor. Kara told Acting DCM
during a conversation late on November 7 that he welcomed the
news that Australia would sponsor the amendment, but thought
the proposed amendment would first require coordination among
EU members to try to reach a common position. Kara said this
process is already underway as part of the discussion on the
EU explanation of vote.
