(C) Ambassador raised US concerns per reftel with Prime 
Minister's foreign Affairs Director General July 28. The DG 
agreed that PNG would not support an additional, sustained, 
forum for migrations discussions as PNG has pointed migration 
concerns and sees no profit in constraints beyond its current 
relations with the IOM. He also noted that PNG would not want 
to see yet another duplicative UN effort. Prime Minister 
Somare, who has also assumed the Foreign portfolio, will likely 
attend the HLD.
