Reasons 1.4 (b) and (d).
¶1. (C) During a brief tour d'horizon (septel) with Charge
October 3, Minister of Foreign Affairs, Trade, and Regional
Cooperation Madan Dulloo said that Mauritius would support
Guatemala's candidacy for the UN Security Council. He said
Mauritius had established diplomatic relations with Guatemala
just prior to the 2006 UN General Assembly and that he had a
favorable meeting in New York with his Guatemalan counterpart.
¶2. (C) Dulloo said that Mauritius would support Guatemala
despite the efforts of Venezuela's President Chavez who
offered Prime Minister Ramgoolam discounted oil in exchange
for Mauritius' vote for the UNSC seat.
¶3. (C) Comment: Dulloo was rather confident that Ramgoolam
wouldn't change Mauritius' position but we plan to raise the
issue with the prime minister just in case.
