(C) The Haitian National Police (HNP) arrested Aristide
confidant Rene Civil in the Haitian-Dominican border town of
Malpasse on the evening of May 12. As former leader of one
of the largest Popular Organizations (OP) in Port-au-Prince,
Civil orchestrated political violence in Aristide's name
during his second presidential term. Civil had been living
in exile in the Dominican Republic since Aristide's departure
in February 2004. Haitian authorities transported Civil to a
prison in Arcahaie, a town 45 minutes North of
Port-au-Prince. Details of Civil's apprehension in the
Dominican Republic remain unclear but Haitian authorities
issued an arrest warrant for Civil in March 2004 on the
grounds of participating in criminal activities (In French
"association des malfaiteurs").
