(SBU) Based on the most recent information available to post from the Provisional Electoral Council (CEP) and partial results provided by MINUSTAH staff last week, post provides the following summary of results. The top two candidates in each of the 99 districts advance to the second round, except in the case of one district with a first-round victory. L'ESPWA has 37 deputy candidates in run-off elections, 25 came in first place; FUSION will have 29 candidates in the second round, 18 were in first place; OPL has 24 candidates, 11 were in first place; ALYANS has 20, 10 in first place; and UNION will advance 16, 11 were in first place. Francenet Denius, a UNION deputy candidate from the L'Asile district of Nippes, was the only first-round victor, with 65 percent of the vote. ¶2. (SBU) The following, by department, are the tallies for those parties advancing deputy candidates to the second round: Northwest: MIRN-3, OPL-3, KONBA-2, PONT-2, RDNP-1, L'ESPWA-1, FUSION-1, ALYANS-1. North: L'ESPWA-6, OPL-4, MRN-3, ALYANS-3, JPDN-1, MOCHRENHA-1, PLH-1, MPH-1, ADEBHA-1, UNITE-1. Northeast: FUSION-4, ALYANS-4, L'ESPWA-2, KONBA-2, LAVALAS-1, PONT-1. Central Plateau: KONBA-4, OPL-3, L'ESPWA-3, FUSION-3, MPH-2, ALYANS-1, FRN-1, UNION-1, ADEBHA-1, TET ANSAM-1. Artibonite: L'ESPWA-7, FUSION-6, LAAA-5, OPL-4, MOCHRENHA-2, RDNP-1, ALYANS-1. (SBU) As foreshadowed in the Senate results (reftel), Preval provided surprisingly long coattails to L'ESPWA deputy candidates. As post expected, the traditionally well-organized parties, notably FUSION and OPL, also did well, but the inability of the "Entente" parties, who opposed Preval prior to the first-round, to maintain any post-election unity will likely reduce the number of final winners among their ranks and limit their ability to form a meaningful coalition in the Chamber of Deputies. With natural allies from UNION/Lavalas, and various others seeking to join the winning side, Preval has a chance to gain a slim majority in the Chamber of Deputies. GRIFFITHS
