(C) MFA AF DAS-Equivalent Helene Le Gal provided the following biographical information to Africa Watcher on Khalil Ibrahim, the leader of the Justice and Equality Movement (JEM) (Ref A). Le Gal confirmed on November 7 that Ibrahim remains in France, where he has been unable to renew his travel permit as a refugee who has been certified by the French government. Ibrahim can depart France at any time, but his re-entry to French and European Union (Schengen Agreement) territory would not be guaranteed if he sought to return. Le Gal said that the MFA has fielded a battery of complaints that France should facilitate the renewal of Ibrahim's refugee permit, which Le Gal personally blocked on grounds that Ibrahim has impeded the Darfur peace process under the terms of UNSCR 1593 (2005),paragraph 3 (C) (Refs B,C). Senegal, Eritrea, Norway and EU Special Representative for Sudan Pekka Haavisto have all appealed on Ibrahim's behalf, according to Le Gal. ¶2. (U) Biographical Information and Identifiers for Khalil Ibrahim. -- Full name: Khalil Ibrahim Mohamed Achar Foudail Taha. -- DOB: 15 June 1958 in El Fasher, Sudan. -- Name of Father: Mohammed Ibrahim. -- Name of Mother: Idriss Aiba. -- Married on 2 February 1986 to Yosuf ZINAT (born 1959) with whom he fathered seven children. -- Carte de Sejour for France: No. 4203016171, issued at the Loire Prefecture on 20 February 2004 and valid through 19 February 2014. -- Refugee Card No. 0179427, issued by OFPRA (Office Francais de Protection des Refugies et Apatrides / French Office for the Protection of Refugees and Stateless Persons). ¶3. (C) Le Gal called attention to the fact that Ibrahim also travels on passports issued by Eritrea, in addition to the Laissez-Passer he had acquired as a certified refugee.
