(C) France plans to co-sponsor the DPRK nuclear test resolution, but worries that the rush to a vote may jeopardize the degree of PRC buy-in, MFA IO Asian Affairs Desk Officer Benoit Guidee confirmed to poloff on October 12. Guidee, following up on an earlier October 12 conversation by poloff with IO DAS-Equivalent Jean-Hugues Simon Michel, repeated French concerns about the importance of garnering PRC support for the draft resolution, even if that requires delaying a vote for several days. Simon Michel had further remarked on the need for handling of the DPRK issue so as to reinforce efforts on Iran. ¶2. (C) Guidee also said the French delegation would be in contact in NY about technical questions regarding paragraph 8 (d) in the draft (ref A) which the MFA interprets initially as appearing to demand establishment and enforcement of national sanctions lists as opposed to application of UNSC sanctions.
