(C) During October 6 and October 11 discussions, MFA Southeast Asia DAS-Equivalent Fabrice Mauries and Thai Desk Officer Jeremie Petit explained that France was taking care to avoid any signals of encouragement to the coup leadership, while remaining pragmatic and vigilant with regard to the welfare of the more than 4,000-large French expatriate community and the 15,000 French tourists who were in Thailand at the time of the coup. ¶2. (C) Mauries, in response to reftel points, said France, after discussions in Washington, had suspended negotiations with Thailand on an accord for military training that had been launched following President Chirac's February visit. Mauries added that France was also suspending stopovers by delegations, apart from a single technical-level visit with the Thai MOD in the near-term. ¶3. (C) Mauries commented that the French Embassy had informal instructions not to have contact with the Generals and Permanent Secretaries, the sole exception being interaction on health issues in order to advance the WHO candidacy of French national Bernard Kouchner. Mauries regretted that the Spanish Embassy had broken ranks with other European missions by meeting with Thai military leadership. ¶4. (C) Mauries stressed on October 6 that France wanted to see a common EU position on relations with Thailand after the coup leadership's forthcoming announcement of an interim cabinet. On October 11, Petit said the EU was formally meeting that day to discuss a common posture. France, for its part, wanted a strong message on the rapid restoration of democratic governance, according to Mauries.
