(S) Poloff delivered Ref A demarche on Sept. 9 to Christian
Testot, MFA DAS-equivalent for North Africa, and Tudor
Alexis, MFA Desk Officer for Morocco. Testot took careful
notes and expressed (as his "unofficial" reaction) skepticism
that the Algerians would assist in resolving the dispute,
noting they have not indicated to France any willingness to
do so. Testot added that he would like to see the Moroccans
come forward with an autonomy plan, but would prefer to keep
MINURSO in place until then.
