FORMER NUCLEAR COMPLEX - FRENCH REPLY

(SBU) In response to reftel demarche request re promoting
French participation in the upcoming IAEA conference on
decommissioning Iraq's former nuclear complex, ESTH Counselor
contacted Hugues de Longevialle, Deputy Director of the
Subdirectorate for Disarmament and Nuclear Non-Proliferation,
as well as officials at CEA (Atomic Energy Commission) and
ANDRA (National Agency for the Management of Radioactive
Waste). De Longevialle responded that the French government
planned for Mr. Yann Poincignon, the Ministry's liaison with
CEA, to participate in the conference. Additionally, he
recalled that in July 2005, following the French-hosted
conference in Bordeaux on radioactive sources, the GOF had
"made preliminary contact" with Dr. Mousa Al Atia, President
of the Iraqi authority with control over radioactive sources.
