1. (C) DCM contacted MFA Chief of Staff, Pierre Vimont, to
update him on USG demarches in UNSC capitals to gather
support for the earliest possible adoption of a UNSCR on
Lebanon. Vimont said that the GOF shared our urgency for a
resolution that could bring a much needed end to hostilities.
Vimont was positive about efforts underway in New York and
insisted the GOF wanted to come to an agreement on the text
today so that it could be put in blue by this evening (August
10).
2. (C) In a separate conversation, IO desk officer for
Lebanon Selena Grenet indicated to Deputy PolCouns that in
her view, France, unofficially, could accept the current U.S.
draft resolution so long as it was understood that an Israeli
withdrawal, even if progressive, would need "to start"
immediately. In other words, France was of the view that the
deployment of Lebanese army forces (supported by an enhanced
UNIFIL) and the departure of Israeli forces would need to
occur in parallel. NOTE: We have no way of knowing how
informed or authoritative Grenet's view is.
