(C) On June 23, following consultations with our Canadian
colleagues in Paris, the embassy's pol/miloff delivered to
Nicolas Niemtchinow, MFA DAS-equivalent Director for NATO
issues, our joint Canadian and U.S. invitation for France to
attend the Afghanistan Provincial Reconstruction Team (PRT)
Effectiveness conference in Budapest. On June 29, Xavier
Chatel, Niemtchinow's deputy and action officer for NATO
operations in Afghanistan, indicated that he had been asked
to represent France at the July 20-21 conference. Chatel
noted that while France had not changed its views against
participating in PRTs, it believes it useful for France to
attend to learn more about PRT operations, especially as
France will take over the ISAF Kabul regional command on 6
August.
