(C) On June 15, using reftel talking points, we solicited
French support for the U.S. candidate for NATO Senior
Civilian Representative in Afghanistan, Ambassador David Litt.
MFA official responsible for NATO's operations in Afghanistan
Xavier Chatel promised to discuss the nomination with senior
MFA officials. Chatel said he was not aware of other
candidates at this point. He expressed understanding for our
interest in the SCR, given our increasing engagement in
Afghanistan, but also took the opportunity to caution that a
French redline on the SCR position is that NATO not look for
new resources for the SCR.
