1. (C) Following January 11 delivery of reftel demarche,
Poloff received an update on the GOF response on January 20
from Julien Deruffe, the MFA's senior desk officer for
counterterrorism. Deruffe said France wholeheartedly
supported the USG's demarche, and called the Yemeni
government's violation of its UNSC 1267 obligations
"astonishing and flagrant." He said France had considered
making a bilateral demarche but believed it more effective to
organize a response at the EU level, which he said would have
more impact politically and symbolically. In addition, the
EU had commercial agreements with Yemen that would give it
more influence than France acting alone. Deruffe said the
GOF was preparing instructions to be sent to EU capitals to
advocate that Yemen's 1267 violation be added to the next EU
foreign policy agenda.
2. (C) Yemen's violation also called into question the UN
1267 Sanctions Committee's ability to monitor compliance,
said Deruffe. If ignored, such a blatant violation
threatened the credibility of the 1267 committee and the
Security Council. Deruffe said it would be useful to discuss
ways that the 1267 committee could more systematically ensure
that member obligations were upheld.
