1. (C) On June 7 POLOFF delivered reftel demarche points to
French MFA Fissile Material Cutoff Treaty (FMCT) action
officer Etienne le Harivel de Gonneville. In a follow-up
conversation on June 9, Gonneville explained that the GoF,
like many other countries, is in favor of the FMCT. He added
that France also had "no particular difficulty" with the
negotiating mandate, nor with handling the mandate discretely
such that it would not be linked to more contentious issues
at the Conference on Disarmament (CD). However, he said, he
doubted whether all members of the Western European and
Others Group (WEOG),namely Israel, would support the
initiative.
