(C) Ref A points were delivered to French MFA action officer for PSI, Sebastien Jaunet, on April 12. Jaunet said that the French were preparing to make their own PSI demarche and noted that that the U.S. demarche did not include a number of countries that the French were considering approaching (Niger, Mongolia, Eritrea, Bahrain, Qatar and Armenia.) ¶2. (C) In a follow-up conversation on April 20, poloff welcomed French efforts and explained that several of the countries mentioned by France had already endorsed or stated they would endorse the PSI Statement of Interdiction Principals (Mongolia, Qatar and Armenia). He also noted that the U.S. was working with Bahrain quietly and hoping for quick success (ref B). ¶3. (C) Jaunet said that the GoF would concentrate its efforts on the 44 countries included in the U.S. demarche plus Niger and Eritrea. He said that he hoped to have materials ready to send out by the following week (April 24) and he promised to keep us informed of progress.
