(C) On February 27, Poloff delivered reftel demarche
defending ODIHR election monitoring to Eric Tosatti, OSCE
desk officer at the MFA. Tosatti said the MFA shared the
USG's concern regarding the OSCE Chairman's proposal to send
a three-person team to Belarus to observe the election
monitoring mission. Calling the proposal a "bad signal,"
Tosatti said it was especially unwelcome given Russia's
recent blocking of the renewal of ODIHR Director Strohal's
mandate. He said France would likely demarche Belgium along
the same lines as the USG demarche, although he cautioned
that a high-level decision to do so had not yet been made.
