Below is an unofficial translation of the text of the MFA's reply, diplomatic note DGPE-DG-348-2006 dated November 21, 2006. ¶2. (U) BEGIN TEXT. (Complimentary opening.) As a member of the United Nations, Panama shares the international community's concerns for maintaining international peace and security particularly resolutions issued by the Security Council - such as Resolution 1718 - in line with Chapter VII of the Charter, which are binding on all Member States of the Organization. In this regard, the implementation of Resolution 1718 represents an enormous challenge to be overcome by the international community, as its condemnatory and obligatory nature constitutes a strong response in the multilateral nuclear nonproliferation efforts in the Korean Peninsula. As of January 1, 2007, the Republic of Panama, as a non-permanent member of the Security Council acting for the Latin American and Caribbean Regional Group, together with the other members of the Council including the United States, will seek to cooperate in all the multilateral efforts, measures and/or mechanisms that would ensure a full and effective implementation of all the Security Council resolutions, in the interest of preserving or preventing threats to international peace and security.
