¶1. (U) President Torrijos planned to attend the 61st UN
General Assembly and was scheduled to speak September 20 in
the second time slot, said MFA Director for External Affairs
Javier Bonagas. He told POL OFFS July 28 that the rest of
the Panamanian delegation would be finalized next week. Post
will send additional delegation names and travel dates as
