¶1. (U) The presidents and foreign ministers of the Central
American countries, Mexico, and the Dominican Republic will
meet July 11 in PANAMA for the Eighth Summit of the Tuxtla
Mechanism for Dialogue and Coordination (see reftel). Agenda
points for the summit include: strengthening democracy in
the region, the immigration issue in the United States,
advances and challenges of the Puebla-Panama Plan, economic
and commercial affairs, advances and proposals of the
Mesoamerican Program for Cooperation, and a joint declaration
for the summit.
¶2. (U) The foreign ministers will also meet July 10 as part
of the Central American Integration System (SICA). Agenda
items for this meeting include: the free movement of persons
in the region, a customs union, a regional cooperation
strategy for 2007-2013, and institutional reform. The SICA
group also plans to meet with the presidents of PARLACEN and
the Central American Court of Justice.
