(C) At an October 13 follow up meeting to our September 27 demarche (reftels),Department of Foreign Affairs and International Trade (DFAIT) Export Controls Division (ECD) Deputy Director Steven Goodinson told us that arms transfers from Canada to Venezuela were infrequent, that his office was unaware of any cases in the pipeline, and that the GOC would give "very careful consideration" to our concerns about Venezuela should a case arise. ¶2. (C) Goodinson noted that DFAIT had stopped short of recommending the GOC establish a regulatory ban on such transfers, preferring instead to review them in the Department's usual case-by-case manner. Outright legal prohibitions against arms transfers are exceptional in Canada, he pointed out, they only exist with respect to Burma and Pakistan. That said, Goodinson noted that when the relevant sections of DFAIT met to discuss our demarche they decided that geographic bureau and Non-proliferation and Disarmament Division input (rather than that provided by the trade division) would drive DFAIT decision-making on potential transfers to Venezuela. ¶3. (C/NF) In a follow up meeting at the Non-proliferation and Disarmament Division, we were assured that officers there shared USG concerns about potential arms transfers to Venezuela, particularly given the GOV's outreach to Iran and North Korea, and that they would press these concerns with vigor should the Department consider arms transfers to Venezuela at some point in the future.
