1. (C) Per reftel instructions, Ambassador Wilkins briefed
Foreign Minister MacKay on the substance of the Terrorist
Financing Tracking Program during a telephone conversation on
June 26 and discussed the matter with Justice Minister Toews
during a breakfast on June 27. He tried unsuccessfully to
reach Finance Minister Flaherty. All Ministers had been in
Quebec City on June 23-24 for a cabinet meeting.
2. (C) MacKay and Toews were aware of the press reports on
the Terrorist Financing Tracking Program and thanked the
Ambassador for raising the issue, but they had no substantive
comment. On June 23, Embassy Economic Minister passed the
talking points and background paper to appropriate senior
officials at the Foreign and Finance Ministries, but received
no reaction.
