(SBU) Per reftel, on August 7, 2006, we delivered draft
resolution text and talking points to Norwegian Ministry of
Foreign Affairs UN Project Manager Aslak Brun and Desk
Officer Erik Husem. Brun thanked us for the points, but
commented that the Lebanese government's negative response as
reported in the media may make it difficult for the draft
resolution to obtain broad support. Brun repeated the
Norwegian government's position that it is still far too
early in the process for Norway to determine how they would
respond to any formal request to contribute to a UN force
provided a second UN resolution authorizing such a force is
passed.
