(C) On May 22, we delivered reftel demarche to Norwegian MFA
DAS for Security Policy Leif Larsen. Larsen agreed with the
demarche points on Manas airfield and said that the MFA would
have no problem acting on our request that Norway help urge
the Kyrgyz on the importance of continued access to Manas.
Norway has no embassy in Bishkek, so Larsen said that the
instructions would be sent from the MFA to the Norwegian
Embassy in Moscow, which covers Norwegian relations with all
the Central Asian republics. Larsen did not specify when the
instructions would be sent.
