(S/NOFORN) In our previous conversations on the topic of a possible 1267 listing against Mullah Krekar (reftel B),MFA Legal Advisor Rolf Einar Fife made absolutely clear that Norway would not support overtly a UNSCR 1267 listing for Mullah Krekar. The MFA wants no fingers pointing back to Norway and is terrified lest it ever became public knowledge that we have had any official bilateral communication on this subject. Norway will neither oppose nor support our efforts to designate Krekar. Fife did not tell us that we should not try to list Krekar; however, he made clear that Norway would not take part in any way. ¶2. (S/NOFORN) There has been no demonstrable change in circumstances since we previously approached Norway on this subject. As we reported, the greatest danger to the domestic Norwegian process of expelling Krekar is if the media somehow manages to link our actions to the ongoing Norwegian efforts to kick him out. Krekar is already a discredited figure in Norway, and Norwegian authorities have already seized his assets.
