1. Per reftel a, Post delivered a diplomatic note supporting
the U.S. Candidacy for the International Telecommunications
Union (ITU) Council Seat on April 6. Pursuant to reftel b,
Post delivered a diplomatic note related to Ms. Julie Naper
Roller's candidacy for the ITU Radio Regulations Board on
April 7. The notes were presented to the Norwegian Ministry
of Foreign Affairs, with copies sent to the Ministry of
Transportation and Communication (MTC).
2. On April 4, we spoke with Jens Koch, the coordinator of
Norway's ITU delegation. Koch mentioned that Norway has not
yet determined who would chair its delegation to the
Plenipotentiary Conference. He suspects that the delegation
will be chaired by either Eva Hildrum, the MTC's Secretary
General or Ottrar Ostenes, the Director General of Norway's
Department of Civil Aviation, Postal Services and
Telecommunications. Koch noted that the MTC would consider
the requests in both our diplomatic notes.
