SUBJECT: NORWAY'S IRAQ DISBURSEMENTS

(U) Per reftel request for a breakdown of current Norwegian
disbursements of pledged assistance to Iraq, the Norwegian
MFA has provided us with the following breakdown:
In 2003, Norwegian aid to Iraq amounted to approximately USD
47.9 million (302 million NOK).
Norway's Madrid pledge in October 2003 was approximately USD
38.0 million (240 million NOK) for the period 2004-2006.
The total of Norwegian assistance to Iraq for the period 2003
to 2006 is approximately USD 86 million (542 million NOK).
Of Norway's Madrid pledge, as of July 2005 (latest figure
available) approximately USD 19.8 million (125 million NOK)
had been disbursed. Of this, approximately USD 7.1 million
(45 million NOK) was channeled via the International
Reconstruction Fund Facility for Iraq IRFFI (UNDG),USD 4.8
million (30 million NOK) via IRFFI (WB),and USD 8.2 million
(50 million NOK) to the bilateral Norwegian-Iraqi petroleum
cooperation project. Estimates for disbursements of Norway's
Madrid pledge to be completed by December 31, 2005 were an
additional USD 2.4 million (15 million NOK) via the World
Bank fund, and USD 3.3 million (21 million NOK) to the
bilateral petroleum project.
