SUBJECT: NORWAY NONCOMMITTAL ON ONLINE GAMING

(SBU) On March 15, we delivered reftel demarche and draft
text of plurilateral request to Ministry of Foreign Affairs
Chief Negotiator for Services in WTO Kjell Lillerud.
Lillerud offered no immediate response but said he would
forward the draft text to the Norwegian delegation in Geneva.
Norwegians would like to review the text of the draft
request. Norway's position on the classification of online
gaming services under "other recreational" or under
"audio-visual" services has not been decided.
