(C) Per reftel, Post provides information concerning its Terrorism Finance Coordinating Officer (TCFO),the Deputy TCFO and suggestions for broadening TCFO communication. (C) Suggested means for increasing TCFO coordination and communication include establishing regional TCFO meetings and/or Digital Video Conferences which provide forums for discussing related issues. Reaching out to relevant contacts within the appropriate host government (most particularly, the host legal advisers) should be encouraged. ¶3. (S/NF) Per reftel, we note that Norway is not listed in the CIA Chart (Terrorism Finance Legislation and Cooperation Among Critical CT Players Against Hizballah and Hamas). On November 6 we met with MFA Legal Department Deputy Director General Martin Sorby who addressed issues described in the Chart. Sorby confirmed that Norway has national authority to freeze terrorist funds, signed/ratified the UN Convention on Terrorism Financing, implemented the specific UN resolutions referenced in the Chart and adopted anti-money laundering legislation. In addition, Norway established a Financial Intelligence Unit, is a member of the Egmont Group and the Financial Action Task Force (FATF) and has issued a freeze order on terrorist-linked assts. Sorby revealed that Norway will likely revise its terrorist finance legislation (adopted in 2002) in response to FATF's 2005 peer review recommendations. There is no specific time frame as to when such possible legislation will be introduced for Norway's governmental review. ¶4. (S/NF) Sorby stated that Norway thoroughly searches its financial institutions for terror finance information, timely shares terror finance information with the U.S., and that both countries reach out to each other's pertinent intelligence and law enforcement authorities.
