(U) On April 6 and 7 we delivered diplomatic notes concerning
the ITU and Mrs. Napier Zoller's candidacy (Reftels D and E)
to the MFA, with copies sent to the Ministry of
Transportation and Communication (MTC). On October 11 we
confirmed with Jens Koch, Norway's ITU coordinator that MTC
Secretary General Eva Hildrum would be chairing the
SIPDIS
Conference's Norwegian delegation (Reftel C). The MFA
previously confirmed to us through a diplomatic note that
Mrs. Napier Zoller's candidacy would "receive careful
consideration by the Norwegian government" (Reftel B). Koch
restated that as a matter of policy no decision will be made
regarding Norway's support of candidates until the Norwegians
have had an opportunity to fully review the candidate slate.
Koch assured us that the Norwegians will contact the U.S.
delegation at the Conference concerning Mrs. Napier Zoller's
candidacy.
