(C) On April 18, DCM delivered reftel points to Thalia
Petrides, Political Director at the Cyprus MFA. Petrides
explained that her office had made an initial selection of
those countries Cyprus may support, and a list of those it
definitely will not. She offered no details on this list,
but stated clearly that it was "extremely important" to
Cyprus that candidates for the Council have strong human
rights records (which, in Cypriot eyes, will likely include
having the "right" policies on the Cyprus problem). In
addition, Petrides expressed regret that the United States
was not itself a candidate.
