1. (SBU) We delivered reftel demarche on March 7 to Francis
Lanitou, who handles EU Affairs at the Ministry of Foreign
Affairs. Lanitou stated that Cyprus strongly supported the
signing of the Third Additional Protocol to the Geneva
Conventions and assured Poloff that the paperwork for
transmitting "full powers" to authorize the signature had
been completed. She stressed the importance of the issue for
Cyprus from a "purely humanitarian perspective" and noted
that the head of the Cyprus delegation, who is also the
Deputy President of the Cyprus Red Cross, placed a high
priority on completing the process of signing the Protocol.
2. (SBU) Lanitou also expressed Cyprus' full support for
advancing the Third Additional Protocol at the Geneva
Conference in June. Lanitou promised to pass the U.S.
position onto her Director, Sotos Liassides.
3. (SBU) Liassides subsequently telephoned poloff to
confirm Cyprus' support of the EU position regarding the
Third Additional Protocol and he assured us that the Protocol
would be signed during the June Conference in Geneva.
