SUBJECT: DEMARCHE DELIVERED ON U.S.-INDIA CIVIL NUCLEAR

(SBU) On March 8, Polchief delivered reftel message on the
U.S.-India civil nuclear cooperation agreement to Sotos
Liassides, Director of Multilateral Affairs at the MFA, and
Panayiotis Papadopoulos, who handles nonproliferation issues.
Liassides and Papadopoulos were attentive and asked numerous
questions, but provided little insight into current GOC
thinking on how to handle this issue within the Nuclear
Suppliers Group. Liassides was particularly interested in
the question of how Pakistan had responded to the
announcement. We will continue to engage with the MFA on
this issue and seek a specific commitment to support the U.S.
position in the NSG.
