¶1. (C) On March 1, poloff delivered reftel message to Vasos
Chamberlain, who handles Russian and Eastern European issues
in the MFA's Division of bilateral affairs. Chamberlain was
not aware of Belgian FM De Gucht's plan to send three
personal representatives to observe the OSCE Office of
Democratic Institutions and Human Rights (ODIHR) election
monitoring in Belarus. He agreed that this move seemed to
validate Russia's criticism of the ODIHR, and noted that
Cyprus would discuss this with other EU members at the OSCE.
