¶1. (C) On March 1, poloff delivered reftel message to
Savvas Vladimirou, in the MFA's Division of the Americas and
Oceania. Vladimirou said he would raise the issue of Sumate
at the next meeting of the EU committee on Latin America
(COLAT) on March 7. He did not believe that Chavez would
risk provoking an international outcry by convicting Sumate's
leaders, but agreed that the EU should take immediate action
on the issue.
