1. In response to Reftel, the Embassy October 15 delivered
UN Security Council Resolution 1718-related talking points
and non-paper to the Cypriot Foreign Ministry. In a
follow-up meeting the following day, Multilateral Affairs
Division Chief Sotos Liassides told PolChief that the
Republic of Cyprus wholeheartedly backed the strongly-worded
message the UN and international community had sent to North
Korea. The RoC's own statement, for which Liassides proudly
took credit, delivered an equally tough admonition to the
outlaw regime. Additionally, EU foreign ministers assembling
at the General Affairs and External Relations Council (GAERC)
in Luxembourg were polishing draft conclusions concerning
North Korea. Their text would strongly condemn the DPRK's
nuclear test and the threats to regional instability it
constituted, and call on member states to apply fully UNSCR
1718. Liassides stood ready to issue sanctions
implementation instructions to all pertinent RoC ministries,
once Brussels gave the green light.
